naga peoples front: Renewed attempt to solve Naga political issue as election nears

With assembly elections round the corner, there is renewed attempt to solve the several decades-old Naga political issue.

A delegation of Nationalist Socialist Council of Nagalim (Isak-Muivah) is presently in New Delhi holding talks with centre for Naga political talks, AK Mishra.

In 2018 BJP and its ally fought the polls on the issue of “election for solution” while several groups had called for boycott of the election on ground “no solution, no election”.

There is a stalemate between the centre and NSCN-IM over the contentious issue of separate flag and constitution. NSCN-IM has been demanding a separate flag and Constitution which the centre had rejected. The state is going to assembly polls early next year.

On September 15 last, BJP’s national president J P Nadda said that Naga peace accord was inked in 2015 and there are certain issues which the Deputy Chief Minister Patton and higher education minister Temjen Imna Along Longkumer are trying to resolve.

Nadda who was addressing a rally at Old Riphyim in Wokha district said, “Like we did accord in Tripura in 2019, Bodo accord in 2020 and KarbiAnglong in 2022 we will do the Naga peace process.”

NSCN-IM and the government of India inked a framework agreement in 2015.

Recently the Working Committee of National Naga Political Groups (NNPG) has decried the seat sharing formula of Bharatiya Janata Party (BJP) and the Nationalist Democratic Progressive Party (NDPP) for next year’s assembly polls.

NNPGs is a conglomerate of several groups talking to the government of India on Naga political issues. Facilitated by the Forum for Naga Reconciliation (FNR), leaders of NSCN-IM and the Working Committee of National Naga Political Groups (NNPG) met on September 14.

NNPG and NSCN-IM have not been on the same page on political solutions for several decades-old Naga political problems and were engaged in bitter war of words.

The Nagaland Gaon Buras (village Chief) Federation in a letter to BJP president J P Nadda stated the Elections should be conducted only for the legally constituted legislature of Nagaland as per the settlement reached.

The body stated the Assembly elections to Nagaland of 2018 could happen without any hindrances following the assurance on “Election for Solution” given by the BJP in Charge of Nagaland Ram Madhav. The term of the present Assembly would be over by March 2023. We expect that the commitment given by the BJP would be honoured without any fail.

Centre has asked the delegation from Nagaland to convince NSCN-IM to resolve the remaining core issues delaying the Naga peace process. A team of 11 members of the panel including Chief Minister N Rio met Union home minister Amit Shah recently to press for the settlement of the decades-old issue.

Rio had tweeted “Met the Hon’ble @HMOIndia Shri @AmitShah with the Parliamentary Core Committee to discuss the Naga Political Issue. Once again, we urged the GoI to expedite the protracted negotiations on the issue and bring about an early and honourable solution.”

“We want the solution before the elections. Our desire was conveyed to the government of India and we are grateful to our Union home minister for giving us time to express our mind,” said Neiba Kronu, minister for parliamentary affairs.

The Centre’s then interlocutor for Naga political talks R N Ravi declared in the state assembly in February 2021 that official talks had concluded on October 31, 2019. However, the NSCN (IM) denied it and is insisting that the Naga flag and Yehzabo are inalienable to the ‘unique Naga history’.

NSCN-IM has recently stated that its national assembly has resolved NSCN attached great importance to the Naga National Flag and Constitution (Yehzabo) as part of the Naga political solution and under no circumstances can forego these core issues that symbolized the Naga National identity.

Sources said, “The government of India was willing to allow the flag in socio-cultural activities. The chief minister However has requested in a bid to break the stalemate to allow the flag for civil use.”

The BJP and the NDPP had finalised the seat sharing deal to contest for the 60-member Nagaland assembly elections early next year.

The NDPP will contest on 40 seats and BJP on 20 seats in next year’s assembly polls. The NDPP-BJP Alliance in Nagaland was formed in 2018. In 2018, the NDPP contested in 40 seats and the BJP contested in 20 seats.

Recently 21 MLAS of Naga People’s Front (NPF) joined NDPP and the party was left with only four MLAs.

NPF is in alliance with NDPP and together with BJP is running an all-party opposition-less United Democratic Alliance (UDA) government in the state. Last year Nagaland became opposition- less with NPF joined the government.
